Under the general direction of the Manager, works on moderately complex engineering projects and provides engineering support to real-time grid operations and market operations for the California ISO.  Primarily responsible for establishing and updating the operating limits to the Grid, documenting the associated operating procedures to support the safe and reliable operation of the system and modeling the market impacts of transmission constraints.  Participates in the development of ISO policies and methodologies associated with the reliable operation of the transmission grid and the efficient operation of the ISO market.

What You Will Be Doing

  • Supports and assists in the development and documentation of operating requirements and instructions in the outage plans and operating procedures to adhere to the NERC Reliability Standards, other requirements in accordance with pre-established guidelines and system's physical limitations, as well as pre-existing policies, practices and procedures. Prepares and conducts operating studies and contingency analyses, including power flow, short circuit, stability, and post-transient analyses, to maintain reliable operation of the grid.  Ensures compliance with internal procedures and government regulations.
  • Acts as a point of contact for Operations Engineering, providing direct feedback to daily operational matters.  Attends operations planning meetings to communicate current day plan and the next day plan as required. 
  • Models transmission constraints in the ISO market to ensure efficient market operations as well as reliable grip operations. Provides engineering support on model validation and abnormal market price investigations.
  • Provides operations engineering support to ISO Divisions, and Departments as appropriate.  Provides specific and essential details relating to the ISO controlled grid and the control area to ISO management.
  • May represent ISO Operations Engineering interests in applicable WECC and related committees, work groups, and other industry and/or public forums as assigned.  Compiles, analyzes, and submits data and reports in compliance with external standards and requirements.
  • Assists in developing, implementing and documenting automated computer programs, and other advanced analysis methods, to allow for comprehensive monitoring of operational performance of the transmission system and detection of transmission system problems.

Qualifications

Level of Education and Discipline

  • A Bachelor's degree (BA,BS) in Electrical Engineering with a curriculum in Electrical Power Engineering.

Amount of Experience

  • Equivalent years of education and training, plus two (2) years or more of related experience.

Certifications

  • NERC Reliability Authority (or System Operator) Certification desired. Professional Engineer License desired.

Type of Experience

  • Experience conducting simulation and analytical studies of electric power systems including harmonic, transient, stability, and load flow analysis required. 
  • Knowledgeable with simulation programs such as EMTP, PSCAD/EMTDC, PSS/E, GE PSLF, and SuperHarm desired.  
  • Familiarity with California Electric System or other portions of the WECC system desired.

PRIMARY PURPOSE:

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Provides support and continuously evolves and develops assigned areas of expertise.   Creates documentation, such as knowledge articles, for self-help capability and education of customers and stakeholders.  Responsible for overseeing the maintenance of issue management and knowledge management tools.  Accurately captures detailed subject matter expertise within assigned areasto provide customers with responses to complex questions and enable them to perform their business in accordance with ISO Tariff and Operating Procedures.  Proactively develops relationships and maintains a high standard of excellence in external and internal customer care.

The person in this position serves as subject matter expert and technical lead within the PSTD department.   • Leads project implementation teams to enable successful implementation of key projects and initiatives from inception to production delivery. Job Description

Under the general direction of the Manager, supports the power system forecast development for California ISO and EIM system loads, renewable resource forecasting, distributed resources, uncertainty requirements, and ancillary services. Analyzes Numerical Weather Prediction Models and translates forecasted information to daily ISO/EIM needs for renewable and load forecasting. Provides input to enhance and support required data and neural network modeling to continuously improve forecasting at the ISO.  Tracks, evaluates, and registers new variable energy resources to ensure the onboarding process for new variable energy resources is robust and efficient.  Acts as project coordinator in the design, analysis, and testing of forecast accuracy.

What You Will Be Doing: 

  • Uses statistical methods to collect and organize load, weather, and renewable resource data. Gathers and interprets various meteorological data to formulate short and medium-range forecasts critical to the Bulk Electric System for the ISO and EIM entities. Validates and improves the accuracy of daily load (including weather inputs affecting load), wind, solar, distributed resources, and uncertainty requirement forecasts. Provides meteorological insight and forecasting support to CAISO and WEIM BAA Operators and other internal groups as necessary. Identifies and alerts Operations division to meteorological events capable of jeopardizing system reliability.
  • Monitors, analyzes, and reports on forecasting results, including performance, quality, efficiency, and effectiveness. Monitors and detects emerging forecasting trends. Participates in identifying root causes of forecast design gaps leading to inefficiency. Provides technical, analytical, and reporting services to internal business units and external entities. Works to improve streamlining and automating the forecasting monitoring and reporting processes.
  • Improves methods and procedures for collecting and processing demand, energy, weather, and economic data by analyzing historical and forecasted electric demand, generation, and energy trends and related data. Creates, maintains, and analyzes databases housing historic real-time, hourly, and daily loads, weather, renewable resources, renewable generator outages, economic, demographic, and other pertinent data. Evaluates potential inefficiencies in current procedures and recommends improvements.
  • Partners with senior staff to develop hypotheses to improve forecasting accuracy for load, renewables, and uncertainty products. Uses software to retrain the neural network model and/or other modeling methods to prove or disprove forecast hypotheses and analyzes the results. In conjunction with peers, researches, develops, and creates plans to enhance short term load forecast, wind forecast, solar forecast, uncertainty requirements, and other energy models through the use of statistical, algorithmic, mining and visualization techniques. Develops and works with senior staff to implement new forecasting tools and interfaces using computer programming.
  • Provides technical analysis and coordination on all aspects of onboarding and validating variable energy resources to ensure timely, accurate and consistent detailed short-term wind and solar forecasts are used in the real-time and day-ahead markets. Provides technical analysis and coordination on all aspects of uncertainty requirements to ensure timely, accurate, and consistent requirements are available to operations and used in the real-time and day-ahead markets.
  • Assists with policy issues and related matters. May propose solutions to issues and problems within assigned areas of responsibility. Acts as a project coordinator in the design, definition, testing, documentation, implementation and support of forecast applications. Coordinates project efforts of ISO business units, vendors, market participants, and others as appropriate.
