MBI is leading the state’s broadband and digital equity investment strategy.

THE ROLE:

MBI is seeking an Associate Director, Ecosystem & Programs to join our Leadership team! The Associate Director, Ecosystem & Programs will have the opportunity to lead an innovative broadband and digital equity portfolio. This position will play a key role in providing strategic and operational leadership across all MBI programs.

The MBI team is delivering Internet for All to the Commonwealth. This is a unique opportunity to join a collaborative team, work on a highly visible economic development priority, and make an impact in the world.

RESPONSIBILITIES:

Lead and foster the Massachusetts Digital Equity ecosystem. Develop and implement strategies to sustain the ecosystem, and drive increased participation, coordination, and visibility.

  • Building from recommendations and findings outlined in the Statewide Digital Equity Plan, BEAD Five-Year Action Plan, and BEAD Initial Proposal, identify key areas and audiences to target investments and programs
  • Facilitate coordination and relationships among ecosystem organizations, partners, and stakeholders
  • Support the development of technical assistance and tools to facilitate growth of the ecosystem
  • Developing and implementing strategies to sustain the ecosystem

Stakeholder and Community Engagement

  • Coordinate and participate in extensive stakeholder and community engagement efforts for broadband and digital equity programs funded through the American Rescue Plan Act (“ARPA”), the Infrastructure Investment and Jobs Act (“IIJA”), and other sources of state or federal funding made available to MBI.
  • Collaborate with industry and non-profit entities, as well as local, state, and federal governmental bodies (including the U.S. Department of the Treasury, U.S. Department of Commerce, the Federal Communications Commission, NTIA) and regional planning agencies to inform broadband and digital equity program development in Massachusetts

Division Management and Staff Supervision

  • Oversee the day-to-day operations and management of five  MBI Cross Portfolio Team members
  • Establish clear and effective team communication to ensure an efficient and streamlined work culture
  • Work with team to establish short, medium, and long term goals and workplans
  • Contribute to the professional development and growth of staff to ensure employee retention and job satisfaction

Contribute to the strategic development and future vision of MBI

Play an active role in Division strategic planning that will guide the continued growth and success of MBI as the Massachusetts State Broadband Office. This includes supporting MBI’s response to future funding opportunities related to broadband and digital equity and translating strategy into specific programs, projects, and operations

Oversee Program Operations

  • Support the development of MBI program documents, such as grant solicitations, RFIs and grant applications, and MBI procurements, including RFPs.
  • Work with organizational leadership and key stakeholders to measure program success
  • Work with Cross Portfolio team to develop and share best practices and operational improvement projects
  • 8+ years of experience in economic development, broadband or telecommunications, public policy/administration, or a related field;
  • Supervisory and team building experience

The Director, Center for Advanced Manufacturing, is responsible for leading the Massachusetts Technology Collaborative’s (MassTech) efforts to strengthen the Advanced Manufacturing technology and innovation ecosystem, manufacturing and supply chain base, and talent pipeline across the Commonwealth.

Role & Responsibilities

The Director for the Center for Advanced Manufacturing is responsible for leading the MassTech’s Advanced Manufacturing portfolio of work, while ensuring it is successful in its mission to foster the most complete, connected, and responsive manufacturing ecosystem from innovation through production.

The CAM Director will be responsible for leading CAM’s personnel and activities, including but not limited to, the management and execution of state and federally funded technology, innovation, education, and workforce development programs. The Director will work in partnership with Mass Tech leadership and staff, the Commonwealth’s Advanced Manufacturing Collaborative, advanced manufacturing stakeholders from across the state. These include research and academic institutions, small and medium-sized manufacturers, defense and commercial OEMs, Manufacturing USA Institutes, non-profits, startups, entrepreneurial support organizations, and state elected officials. A key aspect of this role is actively engaging and activating the ecosystem through events, site visits, roundtables, and other convenings.

The Director will work collaboratively to further develop the vision and mission for CAM at MassTech and adjust execution strategy and implementation based on the needs of the Advanced Manufacturing ecosystem and available resources. This includes leading and developing a talented team with diverse backgrounds from industry, education, and manufacturing. Additionally, the Director will explore other grant funding opportunities as they align with CAM’s mission and the needs of the ecosystem.

Existing programs and initiatives within CAM include: The Massachusetts Manufacturing Innovation Initiative (M2I2), the Massachusetts Manufacturing Accelerate Program (MMAP), the Manufacturing Cybersecurity Program, MassBridge (federally-funded), Makers of a Better Future, MassMakes, NERDIC 2.0 (federally-funded), the NextFlex Massachusetts Node.

The Innovation Institute at the Massachusetts Technology Collaborative (MassTech) works closely with industry, academia, nonprofit, finance and entrepreneurs on building a vibrant ecosystem for technology and innovation in the Commonwealth.  One of the key priorities of the Innovation Institute is to support growth in the state’s quantum technology and innovation ecosystem.  The Innovation Institute has completed an assessment of the state’s quantum ecosystem, hosted the first Quantum Massachusetts Conference, and is making public investments in key quantum infrastructure intended to strengthen the state’s quantum sector. 

The Innovation Institute is currently leading the establishment of the Massachusetts Quantum Innovation Engine (MQIE); an economic development initiative intending to galvanize a transformative interdependent quantum ecosystem to secure the critically important US-based supply chain for quantum, unlock groundbreaking quantum applications with access to a world-leading open-source research community, develop a robust workforce pipeline to meet employer demands and to maintain US quantum supremacy in a competitive global market.  MassTech is pursuing key elements of the MQIE strategy while anticipating continuing to pursue federal funding to more aggressively scale these efforts. A 68 member Pioneer Valley Quantum Innovation Hub Consortium has been organized and a 12 members Advisory Council, launched in 2023, has been meeting quarterly, with affiliated working groups also developing technical requirements and a programmatic strategic plan for a quantum supply chain accelerator.

Role & Responsibilities

The Innovation Institute at MassTech is seeking a Program Director to oversee and support the full spectrum of the organization’s quantum ecosystem development activities.  The focus of these efforts is to further Massachusetts’ position as a global leader in emerging quantum markets and technologies.

The Innovation Institute Quantum Director will be responsible for furthering a statewide quantum ecosystem development strategy and for building and leading the centerpiece of this strategy – the Massachusetts Quantum Innovation Engine (MQIE), a Springfield-centered engine for growth in quantum.  The Director will work in partnership with Innovation Institute and MassTech leadership and staff, along with thought leaders across Massachusetts and New England to ensure the effective design and implementation of quantum programs, services and investments intended to strengthen and support growth in the region’s quantum ecosystem.

Partnership maintenance and growth are key priorities of this role; as such, the Director will mature existing and establish new relationships with research, traditional and non-traditional industry, education and workforce development, and the academic organizations to strengthen the region’s quantum technology and innovation.

The Director will occasionally travel to attend offsite meetings/meetings as required, often inaccessible by public transit

This is an exciting opportunity for an individual seeking to gain hands on experience implementing programs and initiatives focused on affordable and public housing, digital equity planning, broadband infrastructure, stakeholder engagement, and program evaluation. The ideal candidate will have a minimum of 3-5 years’ experience in grants or related program management activities, urban planning, community development, affordable housing, or other related fields; have an expressed interest in the broadband and digital equity field; and demonstrate an ability to work both independently and in a collaborative team environment. Candidates that can bring a track record of successfully supporting or managing public sector grant programs will be considered favorably.

Primary Responsibilities

Support the operation of MBI’s portfolio of broadband and digital equity grant programs. This position will initially have a significant focus on a grant program that aims to retrofit affordable housing units throughout the state with state-of-the-art broadband infrastructure. MBI is making a concerted effort to address the infrastructure and programmatic barriers to broadband adoption, including those barriers that prevent or inhibit residents of public and affordable housing from receiving or utilizing high speed broadband technologies.

Day to day responsibilities include, but not limited to:

  • Management of and support for solicitations/procurements related to broadband and/or digital equity programs, which may include, but not be limited to, programs targeting residents of affordable and public housing.
  • Tracking and evaluation of grant program applications
  • Liaise with broadband and equity stakeholders. For example, for the program increasing access to reliable broadband service for affordable and public housing residents, this position will directly engage with housing operators – including but not limited to Community Development Corporations, Public Housing Authorities, and For Profit Affordable Housing Developers, to support a robust pipeline of interested program participants.
  • Provide technical assistance to the stakeholders listed above as related to MBI’s grant programs.
  • Manage procurement activities with support from MassTech’s legal and finance staff.
  • Manage grant awards and related federal reporting requirements.
  • Work to integrate tenant facing tools and communications to ensure program impact, adoption, and success.

Additional Responsibilities

Support the Implementation of New Broadband and Digital Equity Programs.

Over the next 3–5 years MBI will be implementing broadband access and digital equity programming under a $147M federal grant through the Broadband Equity Access and Deployment (BEAD) program as well as continuing to implement other federally funded broadband and digital equity programs. The Broadband and Digital Equity Grant Manager will play a supporting role in this body of work as it advances.

Additional responsibilities to include:

  • Ensuring connection points between potential new programming and existing activities.
  • Providing project support to MBI Team members.
  • Providing programmatic support for cross-cutting programs and initiatives related to broadband infrastructure, broadband mapping and digital equity and inclusion.
  • Supporting long-term evaluation of MBI’s funding impacts.
  • Supporting reporting requirements as related to both the Digital Equity Act, the Broadband Equity, Access, and Deployment program and the ARPA Capital Projects Fund.
  • Participating in ongoing planning activities as needed.

NOTE:Equivalent combinations of education and experience will be considered for the required qualifications.

  • Experience and exposure to grant program management or project management with experience managing or supporting public sector grant programs strongly preferred.
  • Minimum 3 - 5 years experience in the fields of affordable housing development, broadband deployment, digital equity, program management, municipal/regional planning, public administration, government, or nonprofit (Community Based Organizations, Community Development Corporations, Etc.)
  • Active knowledge and experience with Massachusetts broadband and/or digital equity stakeholder, including housing policy and affordable housing stakeholders and the desire to become immersed in issues related to digital access and equity.
  • Experience supporting data analysis, report writing, and visual communication.
  • Excellent organizational skills and proven ability to work collaboratively.

SUMMARY OF THE POSITION

This position will apply strong business acumen to support overall accounting processes, internal controls, various federal and state reporting requirements, budgetary planning, and financial statement preparation.  This position will coordinate with program staff on developing proposals and lead efforts to develop project budgets and prepare required budget submission documents. In addition, apply knowledge of federal compliance requirements to implement and maintain accounting and business systems, reporting procedures, and financial tracking methodologies to ensure compliance with all applicable regulations.  

MassTech operates on a hybrid work schedule, and following successful on-site training, you will be working from home up to 3 days per week.

RESPONSIBILITIES

  1. Collaborate with members of the finance staff to maintain accurate, timely, and highly effective fiscal data, including journal entries, cash requirements, financial statements, account analyses, and all other financial requirements.   
  2. Review invoice submissions for accuracy prior to processing.
  3. Review financial contracts to ensure appropriate compliance with state and federal regulations, proper funding is available and there are acceptable payment terms.
  4. Regularly participate in program meetings to help program staff meet set objectives.
  5. Support the financial planning process and development of the annual budget, periodic forecasting, and variance reporting.
  6. Have primary responsibility for the policies, procedures, documentation, and internal controls necessary to maintain compliance with all applicable federal guidelines, federal grant terms and conditions, and other applicable regulations.
  7. Participate in the preparation of federal funding applications, including the development of budgets and financial assumptions, prepare federal financial reports and other required federal reporting, and monitor compliance with all application federal requirements.
  8. Review, understand, and monitor awarded grants, contracts, and cooperative agreements, including proposals, budgets, invoices, special award terms and conditions, and related amendments.
  9. Perform training for financial and programmatic staff on federal financial requirements, and new or revised policies and procedures implemented to ensure understanding and compliance.
  10. Assist in the formulation of internal controls and policies to comply with state agency oversight and established best practices.
  11. Support year end audit analysis, reports and reconciliations and respond to audit queries as requested.
  12. Analyze monthly financial results and comparison against current business objectives and fiscal and federal program budgets, reporting key variances with supportive action plans to management and key program staff.
  13. Participate in special projects as assigned, including preparation of ad hoc analysis, developing presentations, detailed information requests as well as other fiscal projects and tasks, and represent the finance department on various programmatic and operational working groups.
  14. Attend offsite meetings/meetings as required; often inaccessible by public transit. 
  15. Perform additional tasks as may be assigned from time to time by the Executive Director, Chief Financial Officer, Director of Finance, or their designees.

Experience

  • BA degree or three to five years of experience with accounting responsibilities, automated financial systems, budget management, and spreadsheet modeling
  • Three to five years of experience in developing and implementing documented financial and operational policies and procedures.
  • Three to five years of experience with federal compliance and monitoring (preferred)
  • Experience directing temp staff or consultants (preferred)
  • Successful track recording serving as an associate of assistant controller

Knowledge, Skills, and Abilities

  • Knowledge of Governmental Accounting Standards Board (GASB) accounting standards and Massachusetts statutes relative to accounting for public entities (preferred).
