About the role:

You will manage a panel of members within the states of Georgia, Texas, Florida and other Oscar states where we offer virtual Oscar Virtual Primary Care or expand to (including New York, Oklahoma, Connecticut, Arizona, etc). You'll keep a set patient schedule and will be the primary care provider for your panel. You'll engage with new products and tooling that we're rolling out for the virtual care service lines.

You will report into the Lead APP.

Pay Transparency:

The base pay for this role is: $130,000 - $136,500 per year. You are also eligible for employee benefits, annual vacation grant of up to 18 days per year and annual performance bonuses.

Responsibilities:

  • Provide care for your panel of patients (18+) virtually (phone, messaging, video)
  • Provide continuity of care to patients with a wide range of acuity from young/healthy to chronic conditions (DM, HTN, COPD, CAD, etc).
  • Collaborate with physicians MD/DO on the Care Team on complex patients / escalated cases.
  • Follow up on labs, imaging, and closed loop communication with patients and other providers.
  • Use tooling to allow virtual "exams" including remote home monitoring equipment, remote physical exam, remote point of care diagnostics (ie TytoCare or Butterfly).
  • Collaborate with registered nurses, medical assistant and clinical supervisory where applicable
  • Be available for on-call shifts and to answer important lab escalations.
  • Maintain a flexible patient schedule -- this may include scheduled early morning visits and early evening visits
  • Participate in collaborative care with virtual behavioral health specialists
  • Flex between Oscar's virtual products: primary care, urgent care, and health assessments.

Requirements:

  • DNP, FNP, ENP, or PA from accredited program
  • Board Certification (NCCPA or AANP or ANCC)
  • Spanish language fluency (read, write, and speak)
  • 3+ years of in person primary care experience
  • 2+ years of experience delivering virtual care
  • Georgia ANDTexas state licenses
  • Compact RN license (if an APRN)

  • Experience working with remote diagnostic and home monitoring tools
  • Additional licenses in Arizona, Florida, New York, Connecticut, and/or Oklahoma

Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $108,000 - $141,750 per year. The base pay for this role in all other locations is: $97,200 - $127,575 per year. Responsibilities

  • Manages the corporate investment portfolio in accordance with corporate investment policy. Assists in developing strategy in partnership with Treasury leadership. Presents recommendations to corporate investment committee
  • Manages relationships with third party asset managers including the selection of asset managers and review of performance
  • Develops investment portfolio analytics and produces monthly reporting to senior management on net investment income results and portfolio performance
  • Leads asset/liability management process including development of key metrics to assess and model interest rate risk, liquidity risk, and credit risk
  • Develops the net investment income strategic plan, annual net investment income budget, as well as quarterly forecasts
  • Prepares Investment portfolio and net investment income reporting package for senior management committee as well as Board of Directors
  • Assists in the development of overall treasury strategy

Qualifications

  • Bachelor’s degree in Finance, Accounting, Economics, or equivalent work experience
  • 4+ years experience in investment management or asset/liability management
  • 3+ years of experience distilling complex ideas and financial models into clear messages
  • 1+ years of experience developing strategy and influencing senior leaders

Responsibilities:

  • Manage a panel of patients with mild to moderate behavioral health conditions in close collaboration with the primary care provider (200-250 per month for 1.0 FTE = 40 hrs / week)
  • Provide brief interventions using evidence-based techniques such as Behavioral Activation, Problem-Solving Treatment, Motivational Interviewing, or other treatments appropriate for primary care settings.
  • Support psychotropic medication management prescribed by PCPs, focusing on treatment adherence, side effects and other complications, and effectiveness of treatment.
  • Perform assessments, and brief, short-term treatment interventions to patients meeting program criteria
  • Work with medical assistants, behavioral health coordinators and PCPs to support care plans

  • Facilitate treatment plan changes and referrals for patients not improving/progressing or needing a higher level of care
  • Participate in ongoing care collaboration, through team-based case conferences, maintaining a patient registry, electronic communication channels, and with provider partners.
  • Additional responsibilities may include presenting on behavioral health topics at staff meetings, and covering for the supervisor in clinical support of non-licensed staff when needed.

Requirements:

  • LCSW with 2+ years of outpatient work experience

About the role

The Director, Special Investigations Unit (SIU) executes on Oscar’s fraud prevention program by setting and meeting operational and financial targets while upholding legal and regulatory obligations.

Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $158,400 - $207,900 per year. The base pay for this role in all other locations is: $142,560 - 187,110 per year. Responsibilities

  • Work with senior leadership to maintain and revise procedures, fraud, waste, and abuse plans, annual audit work plans, including department guidance memos, and training and educational materials.
  • Drive the development of improvement strategies through the audit process and provide recommendations for system enhancement to enhance investigative outcomes and performance.
  • Oversee the tracking, reporting, and follow ups on overpayments and recoveries; Maintain current, in-depth knowledge of all Oscar benefits, payment policies, provider network, configuration issues, and industry billing practices.
  • Provide direct accountability for SIU case inventory management ensuring all recoveries are processed and promptly; Leads business requirement process and reporting to ensure notification of case activity to the appropriate regulatory and/or law enforcement agency.
  • Lead the engagement and escalation framework for SIU Identifies, and escalates issues.
  • Ensure investigations progress with minimal delays and in adherence with state and/or federal requirements. 
  • Manage external engagements and related to requests from federal, state, and local law enforcement agencies in the investigation and prosecution of healthcare fraud and abuse matters.
  • Partner with other department leaders and Oscar senior leaders in the planning, and coordination of department specifics and programs.
  • Manage SIU team including hiring, training, professional development, performance management, work allocation, scheduling, and related supervisory activities.
  • Facilitate team meetings and may lead and represent the SIU in various state and/or federal FWA related regulatory meetings.
  • Develop and oversee the production of standard KPIs to monitor and report on overall department metrics and inventory management.
  • Ensure that Oscar meets its legal and regulatory obligations related to FWA; Make referrals to, and maintain relationships with, regulatory and law enforcement officials
  • Compliance with all applicable laws and regulations
  • Other duties as assigned

Qualifications

  • A bachelor’s degree in Criminal Justice or a related field, OR 10 years of insurance claims investigation experience and/or professional investigation experience with law enforcement agencies, OR 10 years of professional investigation experience involving economic or insurance-related matters
  • 10+ years’ total work experience in insurance, health care, tech, investigations, and/or law enforcement
  • 10+ years of experience managing internal teams, external delegates and programs Knowledge of applicable fraud statutes and regulations, and of CMS guidelines

Bonus Points

  • Certification applicable to this work i.e., Certified Fraud Examiner (CFE), Accredited Healthcare Fraud Investigator (AHFI), Certified AML [Anti-Money Laundering] and Fraud Professional (CAFP), other coding certifications or similar
  • Knowledge of applicable fraud statutes and regulations, and of federal guidelines on recoupments and other anti-FWA activity
  • Experience working in health insurance specifically with claims processing, billing, reimbursement, or provider contracting.
  • Experience with HIPAA, data privacy, and/or data security processes
  • Experience working with regulators governing (public or private) health insurance carriers

About the role

The Director, Corporate Compliance & Privacy/Ethics designs and implements a compliance program that focuses on governance, ethics, compliance, and HIPAA. You will lead all compliance efforts for Oscar’s licensed entities delivering Qualified Health Plans (QHPs) in the individual and small group markets. You will use as a foundation for a best in class compliance program the seven elements of a compliance program as published by the Office of the Inspector General (OIG). You will oversee Oscar’s privacy program and lead the privacy team (including the privacy officer) and the implementation and maintenance of the privacy program. The Director also oversees the compliance governance processes ensuring appropriate board and management reporting, including compliance metrics development and monitoring.   • Lead a Compliance team in performing (and evaluating and redesigning and setting a goal and vision for) Compliance functions – including HIPAA, governance, ethics, training & education. Deploy these tasks to support Oscar’s technology as it services our clients and strategic partners.
  • Provide advisory, investigatory, and remedial support services – partnering with the Legal Department – to Oscar’s teams.

Qualifications

  • 10+ years’ experience in a healthcare compliance setting, including managerial experience
  • 10+ years’ experience with HIPAA Privacy and OCR expectations for Privacy Programs
  • 5+ Experience applying state and federal health insurance statutes, regulations, marketplace, and MA requirements to meet reporting and audit obligations
  • 5+ Experience preparing and delivering reports to boards of directors
  • 5+ Experience with OIG expectations for compliance programs
