We are looking to bring on an integral team member to provide support for an existing project. You will function as an IT PMO Business Analyst of a major system for a federal agency.

Role Description

The United States Agency for International Development (USAID) supports a critical system which works to provide field missions with necessary program data to perform their jobs. The Business Analyst (BA) for this system reports to the Project Manager. The BA is responsible for providing Program Management Office (PMO) support to ensure the program remains compliant with Agency policies, support or lead technical efforts, inform and/or execute project-related process improvements.

Key responsibilities include:

  • Ensure system compliance with Agency existing and new initiatives as they occur.
  • Support efforts to bridge gaps between business needs and technical solutions.
  • Collaborate with cross-functional teams, including project managers, business owners, developers, and other subject matter experts, to ensure the successful delivery of the project and potentially improve business processes.
  • Serve as support for Knowledge Management (KM) efforts.
  • Develop frameworks and or support the creation of job aids and/or work instructions to support transfer of knowledge among team members.
  • Maintain awareness and/or provide inputs to Organizational Change Management (OCM) activities.
  • Support user communications, intranet site management, and other tasks related to user support and interaction.
  • Coordinate, document meeting outputs and action items, and track ongoing activities or actions for the Integrated Product Team (IPT) and other work streams as requested.

Qualifications

Required Skills and Experience

  • Bachelors with 6-10 years experience as supporting responsibilities as noted above
  • Technical and creative proficiency in developing frameworks and or support the creation of job aids and/or work instructions to support transfer of knowledge among team members.
  • Experience supporting organizational change management efforts
  • Experience leading or supporting Unit Testing, User Acceptance Testing (UAT), and Verification and Acceptance (V&A) in production, including planning, coordinating, and/or executing the testing of functionality that affects end-users and validate that the implemented solution meets business and User Story requirements needs
  • Experience developing business cases with objectives, benefits, costs, risks, recommendations
  • Experience creating standard operating procedures and updating process documentation
  • Proficient with all Microsoft Suite and Google Suite tools
  • Ability to align detailed tasks with the big picture.
  • Strong oral and written communication skills with the ability to tailor your messaging to technical and non-technical audiences.
  • Proficient to handle multi-tasking and ability to prioritize (teams) tasks independently based on Organizations priorities.
  • Ability to manage various stakeholders (technical and non-technical) and collaborate with others to achieve common goals.
  • US Citizenship with eligibility for a security clearance – Secret active clearance preferred.
  • Note: this position is based out of Washington, DC. The role allows for telework/remote work. However, meetings may arise that require onsite attendance in Washington, DC. You may not live outside the contiguous United States.

Preferred Skills and Experience

  • PMP certification is a strong plus.
  • Experience supporting critical IT systems in a Knowledge Management role.
  • Advanced written and verbal communication skills.
  • Active security clearance, Secret level or higher.

We are looking to bring on an integral team member to provide support for an existing project as a Senior Developer for Veterans Administrations Blood Bank Project. We desire someone with experience in HTML, C#, ASP.NET, JavaScript, CSS, SSMS, T-SQL.

Successful candidates will:

• Perform User experience and user interface testing (UX/UI)

• Maintain code quality and revision control

• Lead software development

• Analyze customer issues and identify and implement solutions

• Ensures software standards are met

• Understand the vision and help develop, design, operationalize and refactor the solutions

• Plan and facilitate deployment and support

• Fully own and lead the development of solutions end-to-end from design through execution

• Be self-motivated, detail-oriented, and highly organized

Required Skills and Experience:

• BA/BS with minimum 7 years’ experience with .NET, C#, HTML, SQL

• Use of Agile Development Methodology (Scrum preferred)

• Experience working in entire development lifecycle for an application, including both back-end and front-end development

• Deep understanding of designing solutions for reuse

• Excellent written and verbal communication skills

Preferred Skills/Experience:

• Understanding and familiarity with medical space, terminology, and technologies

• Work with or understanding of the Veterans Administration

• Experience with medical device software

• Experience with Azure Development Operations, Pipelines, and Cloud Experience

• Experience with Visual Studio Developer with C# and JSON

• Experience with Windows Application Development and systems administration
