What does a typical day look like for the Portfolio, Program, and Project Analyst?

  • Assisting with the development and administration of RDT&E contracts, including tasks such as the development of solicitation material, administration of source selection reviews, and assessing technical solutions.

What does a typical day look like for a Senior Budget Analyst?

You will:

  • Provide preparation and analysis of budget and financial data and preparation of pertinent briefing materials, analysis and entry of financial data, preparation of business resources and financial reports, and business and programmatic support.
  • Provide verification and assessment of budget and financial data, evaluation of compliance with applicable policies and procedures, and support for independent business and financial analysis and reviews.
  • Contribute to budget strategy and develop and maintain financial spreadsheets and databases, including budgets and spend plans.
  • Monitor and track funding, obligations and schedules; utilize financial databases and reports; provide financial analysis and presentations; support cost proposals and document financial processes. This includes monthly collection and analysis of technical and cost reports from funded contracts.
  • Consult client on adjustments to the overall budget in response to budget cuts and shortfalls, opportunities for unplanned funds, and mitigation strategies for schedule changes affecting finances.
  • Gather and consolidate project related financial data from multiple DHS systems (STATS, SharePoint, etc.).
  • Interact with and maintain rapport with other DHS entities, including the Finance and Budget Division (FBD) and Office of Procurement Operations (OPO).
  • Provide professional/technical services in support of acquisition planning through solicitation, award, performance, final payment, and preparation for close-out for the full range of contractual instruments used by Government.
  • Advise, develop, and review procurement requests (PRs), contract, and other acquisition packages, including Acquisition Plans (APs), Acquisition Strategies (AS), Independent Government Cost Estimates (IGCEs), Justification and Approvals (J&As), Determination and Finding (D&F), etc., ensuring adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.

Job Description – Senior Energy Engineer

We are looking for a Senior Energy Engineer to add to a small but growing team. Successful candidates will be experts in building systems and have the ability to think critically and creatively about energy conservation measures (ECMs). In this role, you will be responsible for a variety of tasks including completing whole facility energy audits, creating building energy consumption models, identifying and quantifying energy conservation measures, overseeing engineered design development and reviews, and developing & conducting Measurement and Verification for ECMs. This position requires a dynamic individual with strong technical abilities and a proven ability to balance multiple concurrent projects.

Detailed responsibilities include:

  • Lead facility audits to identify ECMs
  • Collect utility, facility, operations, and other data needed to identify ECMs
  • Recommend ECMs, and prepare energy analyses of facilities and/or systems
  • Recommend energy-efficient design solutions and technology upgrades that are supported by accurate descriptions, measured and logged energy data, savings calculations, and cost estimates
  • Analyze blue prints to assess mechanical, electrical, and control systems and determine facility operational characteristics
  • Conduct detailed mechanical and control system energy improvement analyses and complete calculations using custom tools, spreadsheets and/or energy-modeling software
  • Develop Measurement & Verification plans and protocols, commissioning protocols, and post-implementation Operations & Maintenance protocols
  • Coordinate the integration of design engineering, project construction, start-up/turnover, and subsequent Operations & Maintenance procedures for energy projects
  • Assist with project development (e.g., construction planning, price, schedule, environmental, warranties, performance guarantees, risk mitigation plans)

Required and Preferred Qualifications:

  • Bachelor's degree in engineering or equivalent discipline (mechanical is preferred)
  • Extensive experience with building energy systems (e.g., HVAC, controls, central utilities, etc.)
  • 5+ years of experience in energy efficiency modeling and analysis
  • PE certification strongly preferred
  • Advanced degree in engineering preferred
  • CEM and CMVP certifications are preferred
  • Experience implementing energy conservation and performance contracts is preferred
  • Willingness to travel (for site audits and walks) ~20% of time

Required Skills:

The Work:

The Cybersecurity Engineer is a Subject Matter Expert in applying the Risk Management Framework (RMF) and will be responsible for managerial direction and development of one or more projects under the supervision of the Cybersecurity Program Manager. The Work:

The Mechanical Engineer will serve as a technical authority for our client. This individual will be a registered Professional Engineer and will lead facility engineering projects throughout the facility planning, design, construction, warranty, and operations lifecycle. The Mechanical Engineer will utilize their building design, construction and operations experience in complex mechanical systems to develop engineering solutions, ensure compliance, recommend best practices, and increase operational efficiencies for clients. The Mechanical Engineer will exercise considerable latitude in determining objectives and approaches to assignments and supervises, coordinate, provide leadership to and review the work of assigned staff. Our client has built a reputation for excellence in our industry and the Mechanical Engineer will uphold that tradition by being diligent, proactive, solutions oriented and a facilitator of success for team members, both internal and external.   • Perform energy management, HVAC and life safety surveys, and facilities management evaluations and condition assessments
  • Prepare feasibility studies for design and construction
  • Prepare engineering or repair/replacement estimates and schedules
  • Present reports and explain findings to clients
  • Conduct design reviews, submittal reviews, reviews and facilitation of training plans, and O&M manual reviews
  • Prepare mechanical design calculations; utilize mechanical design software
  • Write technical specifications and develop drawings and visual aids
  • Review and provide comments on designs for configuration, reliability, redundancy
  • Review equipment and controls technology selections and strategies
  • Review and provide comments on equipment submittals, test reports, and manuals
  • Provide quality assurance to ensure compliance with client criteria, codes, standards, and policies and procedures
  • Provide equipment factory and field acceptance testing support
  • Develop testing, maintenance, lockout tagout, and safety procedures
  • Work with senior leadership to grow our mechanical practice
  • Oversee any assigned staff
  • Be responsible for the application of company policies

Here's What You Need:

  • Bachelor's Degree in Mechanical Engineering or a related field is required
  • FE/EIT Required, Professional Engineer (PE) registration preferred,
  • 5 years of direct experience in facilities mechanical systems such as HVAC, Plumbing (domestic water) systems, Building Automation Systems (BAS), and testing adjusting and balancing (TAB) is required
  • Experience in a supervisory capacity is desired
  • Must have a superior track record of client satisfaction in mission-critical facilities and a passion for analyzing, troubleshooting, optimizing, and upgrading integrated systems in aging facilities and campus environments
  • Must possess an in-depth knowledge of LEED requirements and industry standards and practices i.e. ASHRAE, BCA, ACG, GSA
  • The successful candidate will be a Self‐starter who initiates action and can work independently or with a team while providing multi‐discipline coordination.
  • Effective communication and reporting skills at all working and management levels are essential
  • Must be a creative, innovative, and solutions-oriented thinker with the ability to understand and achieve goals and anticipate client needs
  • Experience using AutoCAD and/or Micro Station to prepare design plans is required, energy modeling experience is desired

Job Description – Project Developer

We are looking for a Project Developer to add to a small and growing team. Applicants should be passionate about sustainability and have the technical aptitude to manage energy efficiency projects. In this role, you will be responsible for driving innovative energy infrastructure upgrades (e.g., LED lighting, solar photovoltaics, data center power and cooling, etc.), managing an internal team of engineers and associates, and coordinating with clients and subcontractors. Success in this position requires a dynamic individual with strong managerial and technical abilities.

Potential responsibilities may include but are not limited to:

  • Project management, including client coordination and oversight of internal team members and third-party consultants, subcontractors, and utility providers
  • Engineering management, including supervision of site audits, upgrade identification, data analysis, cost-savings calculations, and engineered drawing reviews
  • Business development, including leading competitive Request for Proposal (RFP) response submissions and sales presentations
  • Other miscellaneous tasks required to advance project initiatives to completion


Preferred qualifications include but are not limited to:

  • 3+ years relevant work experience with demonstrated history of project leadership
  • Prior experience with engineering or demonstration of technical aptitude
  • Demonstrated passion for energy efficiency, renewable energy, and/or sustainability
  • Demonstrated ability to work both independently and as part of a team
  • Bachelor’s degree (preferably in engineering/STEM) and US work authorization required; undergraduate GPA > 3.5
  • Willingness to travel 20% of the time
