The International Water Management Institute (IWMI) is an international non-profit, research-for-development organization that works with governments, civil society, and private sector organizations to solve water-related issues in developing countries and scale up solutions. IWMI is headquartered in Colombo, Sri Lanka, and is a CGIAR research center with offices in 15 countries and a global network of researchers operating in about 56 countries.

We seek proposals from qualified consulting firms to develop a web application utilizing Amazon Web Services (AWS) infrastructure and the Python programming language. Under DIWASA, we aim to develop a web-based application to visualize geospatial and tabular information related to floods and droughts in Africa and country-specific knowledge products, using open-source data, programming languages, and tools. The web tool should have robust visualization and data analytics capabilities so that users can rapidly analyze current and future water risks and inform the decision-making process.

DUTIES & RESPONSIBILITIES:

  • Detailed architecture design document.
  • Fully functional web application dashboard with frontend and backend components (The tools should also be standalone to ensure they can be adopted by national partners).
  • Comprehensive presentation of historical to current climate hazards and their impact from the continental to sub-national level.
  • Climate risk assessment integrating approximately 25 indicators to visualize water, agriculture, and nutrition impacts at the continental to sub-national level.
  • Visualization of AWS-generated flood/drought forecasting model products through a simple tool for visualization and dissemination to country-specific partners.
  • Flood and Drought Impact Assessment tool that utilizes DEA data assets, AWS ODR, and other geospatial products (e.g., NOAA/IRI forecast, NASA Earth Data Cloud, and several others) to visualize pre-, during-, and post-flood/drought assessments.
  • Source code repository with version control (e.g., Git).
  • Documentation, including user manuals, API documentation, and deployment guides.
  • Training sessions for our team members on maintaining and operating the web application.

QUALIFICATIONS REQUIRED:

Essential:

  • Experience in geospatial data integration, spatial analysis, and environmental risk analysis.
  • Expertise in collaborating with CGIAR centers on projects involving geospatial data aggregation, index calculation, and analytics creation.
  • Expertise in handling hazard datasets and other environmental data, such as water, agriculture, and nutrition.

KNOWLEDGE & EXPERIENCE REQUIRED:

Essential:

  • In-depth knowledge ofgeospatial data sources and the ability to aggregate and compute indices for advanced analytics.
  • Proficiency with GIS services and spatial data visualization for hazard and risk analysis.
  • Expertise in integrating multiple data sources, such as Digital Earth Africa APIs, AWS ODR, and other cloud-based platforms.
  • Extensive experience in data aggregation, standardization, and generating actionable insights from diverse environmental datasets.
  • Demonstrated success in collaborating with CGIAR centers on similar environmental and agricultural projects.

Desirable:

  • Familiarity with climate risk assessment and environmental impact modeling.
  • Experience with systems thinking, equity, and transformative planning in environmental projects.

SKILLS & ABILITIES REQUIRED:

Essential

  • Ability to work with large geospatial datasets, aggregating and analyzing data for decision-making.
  • Proficiency in programming languages such as Python, R, or SQL for data processing and analysis.
  • Expertise in developing user-friendly, responsive web applications that visualize complex geospatial data.
  • Strong communication skills to effectively present technical data insights to stakeholders, particularly in the context of environmental or agricultural decision-making.
  • Effective collaboration with CGIAR centers and multidisciplinary teams across various sectors.

Desirable:

The base salary hiring range for this position is $74,000 to $125,800. Compensation offered will be determined by factors such as location, level, job-related knowledge, skills, and experience. Certain roles may be eligible for incentive compensation, equity, and benefits.

The Role

We’re looking for an experienced frontend engineer to join the engineering team. You’ll be working alongside a highly technical and motivated team and report to one of our Engineering Managers or Engineering Leads. You would be expected to apply fundamental engineering and problem solving skills to solve challenges and bring value to our user base, not just develop code. À votre arrivée, vous rejoignez notre équipe Data Services de Forvis Mazars, constituée de plus de 60 consultants spécialistes de la data, répartis sur 2 hubs (Paris La Défense, New York). Nous couvrons l’ensemble de la chaîne de valeur de la donnée : Data Strategy et qualification de cas d’usage, Gouvernance et qualité des données, Data Visualisation, Data Science, Data Engineering et Data Architecture. Après une phase de formation à nos méthodes et outils, vous intervenez sur des missions de Data Engineering sur un portefeuille de clients du CAC40 et SBF120, en France et à l’international :

  • Vous intervenez sur l’amélioration de la performance opérationnelle de nos clients au travers de l’exploitation et la valorisation de données sur des cas d’usage métier concrets (stratégie, marketing et vente, R&D, finance, RSE, etc.).
  • Vous animez le développement de bout en bout de flux de données, de l’extraction/transformation jusqu’à leur consommation (API, BI/Visualisation..)
  • Vous proposez et mettez en œuvre le déploiement et l’intégration continus de pipelines sur plusieurs paradigmes : serverless cloud (AWS Lambdas, Azure Functions, GC Functions, Kubernetes) ou cloud privé (OpenNebula, CloudStack, CephFS).

Qualifications

Nous recherchons des candidats passionnés par la data, stagiaire de fin d'études avec une formation Bac+5 (école d’ingénieur ou 3ème cycle dans un domaine connexe à la data). Vous avez montré un intérêt pour le développement applicatif intégrant une composante Data à travers des stages, cours ou projets personnels.

Compétences requises :

  • Langages de programmation analytique (Python, R, Haskell, Rust, etc.)
  • Couches de persistance (MySQL, MongoDB, ElasticSearch, S3, Neo4j)
  • Expérience avec Linux (Ubuntu, Debian, CentOS) et systèmes de contrôle de version (Git)

  • Working knowledge of front-end technologies such as Angular, NgRx, React, CSS3, HTML and Node
  • Strong SQL skills.

Application Design and Development
