Job Description

Role Summary:

As a member of the Global Payroll Services Team, this Payroll Leader manages and supports payroll for the Americas, and EMEA. This role will lead the payroll team to execute accurate, timely and compliant payrolls for all countries. Responsible for support with implementations, divestitures, acquisitions and ensures tax and regulatory compliance. Responsible for all reconciliations of tax liabilities and other withholding tax in compliance with country and local regulations. This position is responsible for review, coordination and implementation of new processes and new systems in accordance with Global Payroll initiatives. Ensures administration of payroll policies, procedures and regulations. This position also works closely with Human Resources, Stock Plan Administration, Benefits, and reporting are compliant and correct. Trains, Leads and supports a team of Payroll Specialists. Responsible for being the SME for all countries supported.

Key Responsibilities:

• Owns the entire payroll and time and attendance process from start to finish, ensuring accurate, timely and compliant processing, delivery, and reconciliation of all payrolls for over 10,000 employees

• Leads Global Payroll team in processing multi-state global exempt and non-exempt payroll, including, processing new hires, terminations, stock income, fringe benefits, bonuses, etc.

• Oversees and ensures compliance in payroll tax and regulatory reporting, and year end payroll tax reporting. • Reviews and performs all necessary approvals and controls.

• Partners with Internal Audit ensuring payroll meets all SOX and audit procedures are met.

• Manages in the development, implementation and maintenance of all payroll policies, procedures and regulations. Responsible for enhancements to payroll systems and procedures due to changes in local tax laws, regulations, company programs and policies.

• Works with accounting firm to support employees on international assignment regarding taxes.

• Ongoing identification of operational & regulatory risk, ensuring clear mitigation plans are identified, tracked and implemented • Ensures high value customer service to employees.

• Consults and informs Global Payroll team for The Americas and EMEA region.

Qualifications

Key Skills and Qualifications:

• Bachelor’s degree in management, Human resources or related field.

• Minimum 12 years relevant payroll experience managing people, and overseeing large, multi-state/country payroll operation for a diverse population.

• Excellent analytical, problem solving, process mapping, and project management skills.

• Highly proficient communication skills, both written and verbal.

• Demonstrate leadership in building teams, develops strong partnerships, high collaboration with cross-functional departments

• Experience developing and leading a payroll function with a focus on process, controls and compliance.

• Experience in developing and enhancing internal process and controls to ensure function is operates effectively and efficiently.

• Expert knowledge in US tax regulations and reporting.

• Working knowledge of variety of system applications such as Workday, ADP Celergo & Globalview, Ceridian Dayforce and/or various and Time and Attendance platforms in a multi-country model. Familiarity with complex HRIS system workflow

• Expert in Excel and experience with Microsoft office.

Responsibilities:   

Finding Candidates:

  • Lead a detailed job scope meeting with the hiring leader to determine position specifications, providing relevant market data and recommendations on possible approaches to the search or candidate requirements.
  • Review of candidates who have applied via the Applicant Tracking System (ATS).
  • Evaluate candidate qualifications against position requirements and determine who to move forward in the recruitment process.
  • Develop and manage recruitment marketing plans or sourcing plans to determine the most appropriate candidate sources that align to the search requirements.
  • Source candidates via resume databases, search engine and networking sites using Boolean search language.
  • Solicit and pursue referrals from business networks and/or internal referrals.
  • Utilize Cielo’s proprietary software for mobile and email campaigning to talent communities.

Engaging Candidates:

  • Use an appropriate mix of media to connect with talent communities (phone, email, social media, etc.).
  • Articulate value proposition to candidates who are interested in the job opportunity.
  • Prepare candidates for interviews, coaching them on logistical information, interview schedule, appropriate attire and overall expectations.
  • Ensure candidates are provided with timely updates concerning the status of their applications and interviews.

Assessing Candidates:

  • Draft and utilize phone interview templates appropriate to the job description.
  • Use independent judgement to compare candidate phone interview notes and skills assessments with position requirements to determine if the candidate is a match for the role or a potential match for other open positions.
  • Issue skills testing as needed and evaluate results (if process dictates).
  • Review background and reference information (if process dictates).

Influencing the Hire:

  • Keep candidates engaged throughout process, ensuring consistent communication on the status of the search.
  • Partner with hiring leader to determine offer details, using market data and compensation guidelines to support recommendations.
  • Articulate a job offer to candidate and drive for candidate acceptance, anticipating and negotiating counter-offers as appropriate.

Service Excellence:

  • Strict adherence to all regulations (OFCCP and all other compliance standards set forth).
  • Work to deliver a strong candidate slate, continuously building talent pipelines to ensure there are multiple qualified candidates in play at all times.
  • Provide accurate and regular reporting of recruiting activities to the hiring leader and Cielo leadership to depict both metrics and efforts.
  • Identify perceived difficulties with searches and research and recommend solutions to both internal and external stakeholders.
  • Proactively and regularly communicate the status of each search to the hiring leader, providing a consultative approach with recommendations on how to move forward. 

Qualifications

Education:

  • High school diploma required. Bachelor’s degree in business, management, human resources or related field is strongly preferred. 

Experience:

  • Minimum of 8 or more years’ recruiting experience with demonstrated successes in a corporate, RPO or agency setting.
  • Has supported hiring for engineers (chemical, mechanical and biotechnology)
  • Language Requirement: Native Language; English; French is a plus
  • Experience using recruitment technologies such as Applicant Tracking Systems (ATS) and social media tools.

Functional/Technical Knowledge, Skills and Abilities Required:

  • Proficient in Boolean search techniques for sourcing.

  • Reporting to the Manager, People Operations

As a People Operations Specialist, you’ll … 

  • Employee Lifecycle: Support Weflow team members by processing employee lifecycle transactions, including Onboarding, verifications of employment, contingent worker processing, system updates, and business process transactions in Workday.
  • People Ticketing: Own the initial intake process for People Ticketing, including reviewing, assigning, and resolving help tickets. Provide Tier 1 Support and ensure inquiries are handled promptly, escalating more complex tickets as needed.
  • Audits: Adhere to the AuditExcellence program by conducting scheduled compliance, departmental, and operational audits, ensuring data integrity across People systems. Regularly review audit processes and proactively recommend updates. 
  • Project Management: Lead small to medium-sized People Operations projects from initiation to completion, including team collaboration, project timelines, communication, change management and ensuring deadlines are met.
  • Global Operations Support: Support Webflow’s global expansion by assisting in the People Ops processes involved in establishing new entities. Support international team member processes with global vendors and maintain accurate knowledge base and country- specific policy related documentation for international processes.
  • Process Improvement: Support People Operations Manager in reviewing business processes and recommending and supporting improvements. Ensure updates to processes are fully documented and communicated to applicable stakeholders.
  • People Projects & Initiatives: Contribute to various People team initiatives, working cross-functionally to deliver solutions that enhance the employee experience.

About you:

  • Possess a minimum of 2 years of experience in People Operations or a related field.
  • Bachelor's degree in Human Resources, Business Administration or a related field, is preferred.
  • Foundational understanding of HR policies, compliance requirements and People Operations best practices, making thoughtful decisions with this knowledge
  • Proficiency in Workday HRIS, with at least one year of experience processing Workday transactions
  • Intermediate skills in Google Suite (Docs, Sheets and Slides) and Excel. Atlassian products (Confluence and Jira), a plus
  • Excellent documentation and organizational and time-management skills, with the ability to manage multiple tasks simultaneously.
  • Strong communication skills, both written and verbal, with a heavy emphasis on attention to detail.
  • Ability to work independently while also collaborating effectively with cross-functional teams.
  • Habr business-level fluency to read, write and speak in English
